Senate Bill 483 offers millions of dollars in state incentives for the construction of largescale, coal-fueled power plants that would capture up to 60 percent of their carbon dioxide emissions. These environmentally cleaner plants would allow power producers to continue using coal – an abundant domestic resource – to provide reliable, affordable electricity for Texas ’ growing population while renewable energy sources such as wind and solar matured.
